It may be because there is transaction made by the member for the next tier membership's fee. Kindly check the member's profile for details.
You may also request transaction slip from member to double check if they claimed that they have already made the payment.
Q: One of the member's membership has expired but why is it not downgraded yet? [Auto Upgrade/Downgrade Rule]
Kindly check if the auto upgrade/downgrade rule is set.
